Children's Internet Protection/Broadband Data Improvement

The primary responsibility of every school district is to ensure that the Children's Internet Protection Act (CIPA) is being followed. The law requires any school district that receives E-Rate funding to filter or block visual depictions that are obscene or material harmful to minors. What the law does require is that school districts have in place an internet safety policy that includes the use of a filter or blocking procedure for district computers used by minors. |
The school districts must also be knowledgeable and aware of the Broadband Data Improvement Act. The Broadband Data Improvement Act was written into federal law in 2008 requiring schools to follow section 215 of Protecting Children in the 21st Century. The relevancy of Protecting Children in the 21st Century specifically requires all schools to educate minors about appropriate online behavior. This includes how to interact with others on social networking sites which embraces awareness and response to cyber bullying.
Each of our students at DCMS learn the importance of digital citizenship in their connect classes. One phase of our implementation process was to help both students and parents learn the appropriate use of technology. We do not assume that students, teachers and parents know the values associated with being a digital citizen. Nor can we ensure that all students and parents equally know the importance of internet safety.
The Digital Citizenship topics included, in our connect classes include Respect Your Self/Respect Others, Educate Your Self/Connect with Others, and Protect Your Self/Protect Others. Additionally the district has provided every student and parent with a user agreement. The User Agreements are to be signed by every parent and student before students can be given a mobile learning device.
An Acceptable Use Policy, has been established for establishing the purpose and benefits of online learning. The Acceptable Use Policy (AUP) is an important document that outlines the rules regarding Internet use on school property. The document address a number of issues including personal safety, illegal activities, system security, privacy, plagiarism, copyright infringement and access to inappropriate materials.
